Description:

According to the agreements at Mürzsteg in 1903 between Austrian Emperor Francis Joseph I and the Tsar of Russian, the international community was sending police officers into the region of Macedonia in order to support and modernize the Macedonian police force. These officers submitted to the orders of the Sultan as the supreme commander of the Imperial Ottoman Army. Against the will of Russia, all international police officers wore a uniform in the Ottoman style: an attila like the one seen here. The official headwear was supposed to be the typical local fez, but officers from Austria, Russia and France adopted instead a Kalpak made of fur.
