In September 1880, the explorer Pierre Savorgnan de Brazza signed a treaty with Makoko, the Chief of the Bateke (Anziku Kingdom) laying out the new borders of the Congo. The French government ratified this treaty in 1882. Savorgnan de Brazza was henceforth put forward by Jules Ferry's government as the perfect example of non-violent victory, contrasting him with England's Henry Morton Stanley, his rival in this region. Savorgnan de Brazza's image as a "civiliser" became a central theme of colonial propaganda, as we can see from this image.
