This foundational text was drawn up by Mohamed Bey of the Husainid dynasty (1855–1859) under the pressure of the French and English consuls. They had the aim of either adopting or adapting the reforms introduced in Istanbul which required them to provide non-Muslim subjects with semi-secular services, such as the establishment of mixed tribunals avoiding the strict application of the Quran, and also ensured free trade for France and England.
