The Eiffel tower was opened in March 1889 by the President of the Republic, Sadi Carnot, in the presence of several foreign rulers. This inauguration, taking place at a moment of great political tensions, gave rise to many sarcastic comments mocking how the government was using the Exposition Universelle (world fair) for its own gain.
