In 1910, a new law on "workers and farmers' pensions" introduced a compulsory insurance scheme. Before this, however, life was very different and many workers lived a very difficult old age, without financial support. The question of workers and farmers' pensions was one of the key electoral questions of the time therefore, as it concerned the majority of the population and those in power feared the social unrest it could trigger. This comical drawing mocks Alexandre Millerand (1859–1943), a socialist politician who forgot all his promises as soon as the elections were over.
